Engineering, Inc., was formed following the passing of Edmund Foerstel, S.E. Mr. Foerstel, for whom Dustin Rosepink, S.E., CEO of 4 S.T.E.L., had apprenticed following his graduation from the University of Wyoming, was an accomplished structural engineer with a career that lasted over 50 years. Mr. Rosepink and the 4 S.T.E.L. team bring more than five decades of combined experience to each project, utilizing unique skills and engineering know-how to successfully complete projects in the commercial, industrial, institutional, residential, and energy markets. Our focus—delivering plans, designs, and calculations accurately and on time—is borne out of our desire to provide our clients cost effective structural engineering solutions for all types and sizes of projects... truly SOLUTIONS ENGINEERED!


Key Management


Dustin began his professional engineering career over a decade ago with a move to Southern California. He founded 4 S.T.E.L. Engineering, Inc., in 2005, became a licensed Civil Engineer in 2008, and became a licensed Structural Engineer in 2012. His entrepreneurial spirit and business acumen have led to 4 S.T.E.L.'s strong and continued growth--being named by the Orange County Business Journal as one of Orange County's Fastest Growing Private Companies in 2015. Focused on developing meaningful relationships with his clients, Dustin has worked with some of the nation's top energy firms and Fortune 500 companies. These relationships have led to a wide variety of projects and allowed him to gain valuable knowledge in a broad range of structural engineering market segments.




Jonathan joined the 4 S.T.E.L. Engineering team in 2011 following six years as a senior manager for a general contractor. He brings more than 15 years of business development and operational management experience to 4 S.T.E.L. and is responsible for the day-to-day operations of 4 S.T.E.L. while assisting Dustin in marketing, business development, and client relations.




Gary brings more than 30 years of structural engineering experience to 4 S.T.E.L. After graduating from the University of Auckland, New Zealand, Gary relocated to Southern California. His diverse structural engineering experience ranges from multi-story commercial office buildings, schools, and hospitals to seismic analysis and risk assessment of buildings and structures following major earthquakes in Japan and California. Gary oversees 4 S.T.E.L.'s project management teams, ensuring quality control and on-time project delivery
